According to NOTAM (Notice to Air Missions), published for LDZO (Zagreb FIR/UIR) on 18th July 2022, the flight controllers of the Croatia Control (Croatian ATS provider) are announcing an industrial action.
A5609/22 - DUE TO ATC INDUSTRIAL ACTION DISTURBANCES WILL AFFECT THE PROVISION OF ATS IN ZAGREB AREA OF RESPONSIBILITY: 1. LDZO ACC CAPACITY AT 40 PERCENT 2. CROATIAN (LD) AERODROMES WILL BE EXEMPTED FROM AIR TRAFFIC FLOW AND CAPACITY MANAGEMENT (ATFCM) MEASURES 3. ATS SERVICE WILL NOT BE PROVIDED FOR TRAINING AND VFR FLIGHTS IN CONTROLLED AIRSPACE 4. The strike is announced for 21st July from 05:00 UTC, until 22nd July at 21:59 UTC.
According to the text of the NOTAM, it is announced:
- limitation of the work capacity of the ACC (Area Control Center) to 40%
- exclusion of Croatian airports from the program of ATFCM (Air traffic flow and capacity management) measures
- air traffic control service (ATS Service) will not be provided for training and VFR flights in controlled airspace
- the following are excluded from service restrictions due to the announced strike: medical flights, search and rescue service flights, flights for the purpose of firefighting missions, humanitarian mission flights, flights involved in police, customs, or military missions, emergency medical service flights, flights with special authorization from the Croatia Control, flights with a declared emergency, flights of increased security risk and military flights
The Croatia Control has not announced nor confirmed the strike, but as AvioRadar unofficially learns, the reason for the strike is the failure to reach an agreement between the trade union and the Croatia Control management regarding the new collective agreement.
20th July 2022, 08:17 UTC: NOTAM has changed and NOTAM A5609/22 that was announcing the industrial action is removed. Croatia Control Ltd. has informed Eurocontrl about the strike cancellation.
