U.S. aircraft manufacturer JetZero has signed a Letter of Interest with the Export-Import Bank of the United States, EXIM, to explore up to $3 billion in potential financing for the construction of a new aerospace manufacturing campus in Greensboro, North Carolina.

The document was signed during this year’s Farnborough International Airshow in the United Kingdom under EXIM’s Make More in America Initiative. It establishes a framework for assessing possible financing for the construction of production facilities, the acquisition of manufacturing systems and equipment, and other eligible project costs.

The planned Greensboro campus is expected to become JetZero’s main production hub. The company is developing a new generation of commercial and military aircraft based on a blended-wing-body design. According to JetZero, the project could create more than 14,500 direct manufacturing jobs in North Carolina, as well as approximately 53,000 additional indirect jobs across the United States.

The investment is intended to expand U.S. aircraft manufacturing capacity, strengthen domestic supply chains and support future exports of aerospace products manufactured in the United States.

“This Letter of Interest marks an important step toward building the most advanced aerospace manufacturing campus in the country and bringing tens of thousands of high-quality jobs to North Carolina. We are excited about EXIM’s interest in supporting American manufacturing leadership and exports,” said JetZero CEO and co-founder Tom O’Leary.

JetZero and EXIM are already cooperating on potential financing support for project tooling, while the latest agreement could broaden that cooperation to cover the full manufacturing campus.

JetZero stressed that the Letter of Interest does not represent a financing commitment, loan approval or obligation of federal funds. Any future financing arrangement would remain subject to EXIM’s underwriting and due diligence procedures, legal and environmental reviews, and approval by the bank’s Board of Directors.

The Make More in America Initiative allows EXIM financing tools, including direct loans, loan guarantees and insurance, to support domestic manufacturing projects that create U.S. jobs and strengthen the country’s export capacity.
