The Croatian Civil Aviation Agency (CCAA) is organising two workshops on pilot training for representatives of approved training organisations (ATOs) and declared training organisations (DTOs). The workshops will take place on September 29 and October 10, 2026, at the Agency’s premises in Zagreb, focusing on practical aspects of training delivery, regulatory requirements and safety.

The first workshop, intended for ATOs, will be held on Tuesday, September 29, from 10:00 to 15:00. The programme will cover the practical implementation of European regulatory requirements under Regulation (EU) No 1178/2011, as well as the development and delivery of pilot training programmes. Particular attention will be given to Basic Upset Prevention and Recovery Training (Basic UPRT), including the integration of its elements into practical training modules and phases, and the development of programmes for individual courses.

Other topics will include establishing and maintaining the Training Manual (ATO TM) and Operations Manual (ATO OM), requirements relating to the organisation’s management system, and typical findings identified during ATO oversight activities. Participants will also receive information on upcoming regulatory changes.

The workshop is primarily intended for Heads of Training (HTs), Chief Flight Instructors (CFIs), Chief Theoretical Knowledge Instructors (CTKIs) and flight instructors, particularly those involved in UPRT. Speakers will include Jurica Filipčić, Andrej Tomičić, Natko Kulić and Maja Schnaidar, with Agency specialists in pilot training and flight operations also taking part. The event will provide an opportunity to exchange experience and discuss challenges in delivering and improving training.

The second workshop, intended for DTO representatives, Heads of Training and instructors, will take place on Saturday, October 10, from 10:00 to 14:00, at Buzinski krči 5 in Zagreb.

The DTO workshop programme will cover monitoring and promoting safety in day-to-day operations, identifying problems and encouraging reporting, and handling information collected through reports. Participants will also discuss the development and delivery of training programmes and the detailed planning of flight exercises. A dedicated session will present practical experience from one DTO, with examples from its daily operations.
